THE CONFINED DISPOSAL PROGRAM FOR POLLUTED DREDGED SPOIL IN THE GREAT LAKES

Delays in construction are providing time for improvements in municipal and industrial waste treatment facilities, which may reduce future dredging volume in harbors. Through cooperative efforts, EPA and ACE have modified pollution criteria and improved harbor sampling which will necessitate fewer and smaller containment sites. Delays in the 10-yr project are attributed to failure of local communities to provide land, easements, and 25% of the cost as required by P.L. 91-611. The EPA has granted waivers to communities which are temporarily upgrading waste treatment facilities. Improvements in pollution and sediment abatement measures by municipalities and industry are essential. The program must improve dredging and disposal operations to avoid massive pollution dispersal. If the vol of dredge spoil is greatly reduced after the disposal period (10 yr), containment may then be necessary only at harbors with large industries and entensive drainage basins.
