CLASSIFICATION OF OFFENDERS AND FORECAST OF REPETITION OF THE OFFENCE IN THE CASE OF DRUNKEN DRIVING. AN ANALYSIS OF OFFENCES

From 368 offences under the heading "druken driving" a series of symptoms was derived by means of which one may differentiate between once-only offenders and habitual offenders. Twenty three representative variables were correlated. By means of a cluster analysis it was possible to confirm that repeatedly drunken drivers have different symptoms. A total of five clusters capable of being interpreted (symptom syndrome) were identified from which four types of offenders may be identified: (1) 'social drinkers' (2) people with criminal tendencies starting to drink, (3) experienced drinkers with criminal tendencies, (4) problem drinkers. While the first-time drunken driver tends to exhibit a connection with "social drinking" the previously repeatedly drunken driver may be identified above all by his disregard for traffic and other laws and by his strongly developed tendency towards alcohol misuse with all its attendant social problems. On the other hand, those first-time offenders who subsequently become repeated offenders demonstrate, with their repeated drunkenness, an approximately parallel increase in criminal activity. Once-only drunken drivers, on the contrary, may not fall into the class of the repeated offender. An additional worked calculation of the forecast coefficients of the symptom syndrome appears to strengthen the assumption that, with the majority of the symptoms studied accompanying phenomena are recorded as precursors of drinking offences in road traffic. Correspondingly, their usefulness for repetition forecasting is shown to be relatively limited. /TRRL/
