REGIONAL TRANSPORTATION PLANNING: NEW DIMENSIONS FOR CITIZEN PARTICIPATION

An attempt is made to evaluate formal mechanisms employed by transportation planners in metropolitan transportation agencies. The study collected data by means of a questionnaire which was designed to determine what methods, if any, metropolitan transportation agencies are using to solicit citizen participation. The results show that almost all agencies use a variety of methods to involve citizens. The methods most frequently used were the citizen advisory committee and the public hearing. Generally, citizen input comes from a variety of sources with a particular focus on obtaining the views of elected officials and minorities. The study also attempted to determine the effectiveness of the type of methodology employed, and also the type of commitment various agencies made to their citizen participation program in terms of the role of the professional staff vis-a-vis the citizen participants. The results are tabulated.
