COST-BENEFIT ANALYSIS FOR VESSEL TRAFFIC SYSTEMS
The application of cost-benefit analysis for the evaluation of proposed large-scale public projects is well known and documented in the literature. This paper examines cost and benefit factors for performing such an analysis from the viewpoint of a vessel traffic system within the context of three criteria frequently encountered in public financing. They are: the net present value, the net present value index, and the benefit-cost ratio.
