TRAFFIC SAFETY AT NIGHT
This article summarizes the talks given by the two main speakers at a seminar dealing with traffic safety at night held at Carton Hall, Westminster on 3rd Nov 1976. The first speaker, Dr. R. Winch, of the N.E. Metropolitan accident unit, spoke on the implications and applications of light upon the scene of road accidents. Mention was made of the effects on accidents of headlamp aim, use of headlamps in daytime during periods of poor visibility, use of dipped headlamps, and use of fog and spotlamps. Also mentioned was the effects that sodium and mercury vapour lighting have at the scene of accidents, and the influence of position of street lighting columns in road accidents. Reference was made to the sharp change from brightness to total darkness that drivers experience when leaving urban areas. Another topic mentioned was the use and colour of flashing beacons by emergency vehicles in attendance to an accident. The talk given by the second speaker, Mr. J.C. Cutts, traffic accident research and prevention, New Scotland yard, dealt with the demand for detail in recording road accident statistics and also covered causative factors in accidents. Finally, the effects of power cuts on night-time accidents was discussed. /TRRL/
