TUNNEL SAFETY
Within the construction industry attitudes regarding safety have varied widely in the past, because of this uniform practices throughout the construction industry are not prevalent. Federal, state and local agencies are all involved with the promotion of safety, the resulting multiplicity of safety agencies and regulations have tended to obscure the issues and create confusion in industries such as tunneling. Safety during construction must be a prime consideration of the designer, it must also be equally pursued by owner, contractor, and labor. Future research in tunnel safety should be directed towards the establishment of uniform safety rules and regulations. Jurisdictions should be established that clearly delineates safety inspection and enforcement responsibilities of local, state and federal agencies. Requirements for safety records and reporting should be reviewed to reduce paperwork and needless repetition. Safety should be incorporated during the design stages of a tunnel project. Qualified tunnel safety personnel must be provided and mandatory training programs should be set up. Lastly, tunnel contracts should be written to emphasize safety and promote the sharing of responsibilities and costs for safety programs.
