ECOLOGY, SHIPBUILDING PRICES AND CONSUMER COSTS

The public interest implications of protecting the environment are overriding and cannot be ignored. With respect to the transportation of oil by tanker, actions and devices to minimize accidental water pollution must be placed in the context of capital investments and public benefits. Improvement of the environment inherently composes additions to costs which, in the final analysis, will be reflected in increased levels of governmental funding, higher tanker construction costs or impact on consumer costs. This conclusion is by no means intended to deprecate the timely importance of ecology to man's well-being; rather, the purpose is to emphasize the relationship of benefits to costs, or vice versa, as seen from the viewpoint of the shipbuilder.
