AIRPORT ACCESS PLANNING IN CALIFORNIA
The development of a comprehensive data base in the planning process is essential for a fully-responsive and efficient ground access system. The evaluation of alternative system concepts to improve traffic flow, requires detailed information relative to type, magnitude, location and duration of vehicle traffic associated with air passengers in order to optimise the effectiveness of the proposed traffic solution. In addition, the traffic associated with adjacent industrial, commercial, cargo, service and maintenance facilities needs to be identified and catalogued. Once the individual elements of the ground transportation system can be identified, candidate transportation improvements which have the potential to solve the identified deficiencies can be developed. Without the careful identification of the type and characteristics associated with each of the three elements of the ground transportation system, it is impossible to develop appropriate ground access solutions for changing airport requirements.
