RESTRUCTURE THE ATC SYSTEM
This article points out the need to balance the human, electronic, and safety responsibilities between the controller and the pilot in a restructuring of the air-traffic-control system. It is noted that the pilot does not have a satsfactory means for checking the controllers actions. The need is indicated for a means whereby a pilot could see an aircraft in his proximity.
