MASS TRANSIT FOR THE FEW

The issue with mass transit planning, as with most other public questions, is still "who benefits and who pays?" A mass transit system can be immediate bread-and-butter transportation for the masses, or it can be luxury transit for the few, paid for by the many. The latter is the way Los Angeles voters saw SCRTD's proposed system twice within the past two years. To prevent the Los Angeles fiasco from recurring, future studies of transportation alternatives--and indeed of any technological choices--must be explicit in addressing the question of benefit and payment. Political and social analysis should become as indispensable a part of transportation decision making as origin and destination studies or studies of technology are today. /GMRL/
