PROPOSAL FOR STANDARD TIME AND FREQUENCY BY {OMEGA
Because it necessarily provides a highly-stable worldwide radio signal field with a format adapted to ready deter- mination of the phase of the signals of at least three stations anywhere on earth, the OMEGA Radio Navigation and Position Locating System is inherently a world wide source of Standard Time and Frequency of exceptional quality. There is no essential conflict between the use of OMEGA for position locating and as a source of Time and Frequency. The same receiving equipments can be utilized for either purpose with no modification. As presently being implemented, the OMEGA Signal Format can be tracked to yield a continuous 24 hour-a-day Standard of Time and Frequency anywhere on earth, with a phase variation of the order of a few microseconds RMS, or better; but does not, however, yield an unambiguous epoch of time without initial setting. A completely unambiguous time service could be provided in the OMEGA Signal Format, with minimal impact on all present navigation equipments, by lowering the RF Frequencies by 0.75% (0.0075 per unit) and adding two additional components to the Multiplex Pattern. It is recommended that the OMEGA Radio Signal Field be adopted as a WORLD STANDARD TIME, and that the development of the OMEGA System as a source of Time and Frequency be continued.(Author)
