CITY'S LAWS: 57 YEARS OLD; METHODS: STRICTLY MODERN

The author discusses the refuse disposal service of San Diego, California. It is explained how this municipal service is based on edicts mandated nearly sixty years ago which still mange to meet the requirements of the 1970's. Commercial and industrial trash generators must make pickup arrangements with some of the 21 private haulers who operate in the city. But apartment houses, if they wish, can receive city service at no charge, provided they abide by the solid wastes division's rules: once weekly unlimited curbside collection, with container weight limits of 85 lbs., or bundle lengths no more than 4 feet. Private haulers to operate in the city. Otherwise, in keeping with southern California's strong preference for minimal government interference with business, there is virtually no regulation of the private sector, and no franchise fees are charged.
