LOCATION OF MAJOR INTER-URBAN TRUNK ROAD SCHEMES WITH REGARD TO NOISE AND OTHER ENVIRONMENTAL ISSUES. DISCUSSION PAPERS. REPORT OF A WORKING PARTY

The terms of reference of the working party, set up in February 1975, were "to draft guidance to road construction units on the location of major inter-urban trunk road schemes, with regard to noise and other environmental issues". Details are given of the evaluation method used to assess: (1) noise (buildings and pedestrians); (2) vibration and infra-sound; (3) air pollution (lead, carbon monoxide, nitrogen oxides, hydrocarbons, development of numeric expressions, long-term and short-term exposure); (4) visual effects (landscape attractiveness, intrusion of the road into the landscape, intrusion of the road as it affects individuals, aids to the measurement of visual effect); (5) severance (the urban motorways project team case studies and other studies); (6) danger (personal injury accidents, heavy goods vehicles, danger index for the future); (7) land take (buildings, non-agricultural land, agricultural land, severance of agricultural land, buildings with special status, mineral workings); (8) temporary environmental effects (contributory effects, construction noise, disturbance of the existing road system); (9) monetary evaluation (trade off methods, possible cost-benefit analysis, application). /TRRL/
