THE REGULATED OCEAN SHIPPING INDUSTRY

This is a study of the regulation of industry practice, and not of the federal subsidies given to the industry. Subsidies are considered herein only where they are directly relevant to regulation. This report (1) describes the regulated industry; (2) describes the system of regulation; (3) recounts the reasons for the initial Congressional establishment of the regulatory system; (4) analyzes the continuing validity of the reasons for maintaining the system of regulation; (5) examines the impact of the regulatory system on the industry and the economy; (6) considers alternatives to the present system. One of the anomalies of regulation is that firms in the industry are required to report substantial quantities of information to government agencies, yet such information is frequently unavailable in a manner which allows comparisons of significant factors. This report reflects only a partial analysis of the data received, in particular, that data relating to market shares; additional work needs to be done to determine the reliability of the remaining information.
