PORT CONGESTION -- THE CAUSE AND CURE
The author presents the elements of the problem of port congestion and outlines authors' independent plan to resolve them. The purpose of this paper is to give a clear picture of essential elements of the problem and to add some personal observations and suggestions based on a long experience in a great variety of ports.
