AN ANALYSIS OF TECHNICAL EFFICIENCY AND PRODUCTIVITY CHANGES IN SPANISH AIRPORTS USING THE MALMQUIST INDEX

This paper analyzes efficiency and productivity changes in Spanish airports for the period 1992-94 using Malmquist indices (a quantitative ratio index of distance functions to an optimal production function). This index allowed the authors to decompose the total productivity changes into 2 different sources of variation, efficiency and technical change. The production function is estimated using Data Envelopment Analysis techniques. A scale index is worked out assuming technologies with constant, variable, and decreasing returns. The conclusions are limited, as the analyzed period of time was too short. The disaggregation of the productivity change in 2 components shows tendencies with different signs for each sub-period and for each component. The average results obtained exhibit a considerable decrease in total productivity over the airport sector during the period.
