CONSULTATION IN LUTON - PLANNING AND IMPLEMENTING AN EFFECTIVE COMMUNICATIONS STRATEGY

This paper outlines the importance of developing effective communication strategy as part of plans to introduce decriminalised parking enforcement. It is necessary to promote and consult with external bodies, and important to recognise the need to develop an effective method of internal communication. A distinction is made between statutory and non-statutory consultation, and it is especially important to define negotiable and non-negotiable areas during the consultation process. The paper presents practical examples from the communication strategy developed for Luton's move to Special Parking Area (SPA) status. Luton Borough Council in South East England became a Unitary Authority on 1 April 1997, and is now the Highway, Traffic and Passenger Authority for the Borough. The development of the Council's vision for SPA status was influenced directly by the demand from local communities for better parking controls and enforcement. As a result, the extension of parking controls and demand management measures have become key parts of Luton's Integrated Transport Strategy. Three separate but linked processes were developed: (1) internal communications; (2) the political process; and (3) external consultation and public participation. The Council then listened to local people and measured the response to its proposals.
