The closing (temporarily) of infrastructure designed for air traffic may have considerable operational and financial consequences. Before conducting reconstruction works in this type of infrastructure it is therefore necessary to determine in which way the operational and financial effects of closing down the infrastructure for reconstruction works can be minimised. A choice has to be made between two basic methods of conducting these works: Closing down the infrastructure that is to be reconstructed for a longer period, so that the works can be conducted in one single period of time; Closing down the infrastructure for a number of shorter off-peak periods. Reconstruction must now be conducted in phases. This report indicates which considerations are of interest when making a choice between the two basic methods mentioned above. Special consideration is given to the consequences of conducting reconstruction by means of the second method. Attention is paid to the safety aspects for both air traffic and workers. Some organisational points of interest are also discussed in this report, including which preparations can be made before the beginning of an off-peak period so that the duration of the period that is available for works is translated in as many workable hours as possible. Furthermore, the requirements for the site preparations prior to re-opening are discussed and considerations recommended before the air traffic can be handled during a peak period. The work presented here is an extensive reference framework for large projects which allows quick and simple insight into the choices that have to be made and the consequences of this on the reconstruction works.
