THE IMPORTANCE OF INTERNATIONAL CO-OPERATION IN DEPLOYING THE RESULTS OF THE STRATEGIC HIGHWAY RESEARCH PROGRAM RESEARCH

The author's presentation addresses successful implementation of the results of the SHRP program. He notes that the focus of the research program in SHRP was designed to address technical areas where a serious need for improvement in technology was needed, where limited resources had previously been invested in research and development, and where a significant potential for success was perceived. The SHRP participants and researchers must focus the results of the program to accomplish their ultimate objective: improved technology. If they are to achieve a strategic advance in highway technology, they must develop SHRP products that: (a) Fulfill a critical need and are cost-effective; (b) Are packaged in a final, implementable form, ready to be used; and (c) Are readily available to anyone who wants to VOLUNTARILY use them. As such, these products have to be able to sell themselves. The more people who know about the products, the more people who are involved in developing, testing, and refining the products, the more successful will be the implementation, and the more receptive the market place will be for these products. This involvement must be international. The initiation of the SHRP in 1987 coincided with and stimulated the USA's involvement in international highway technology sharing. These contacts are bringing the nations technologically closer together, helping to assure that they all work together using limited resources to solve "common" problems, rather than each solving them separately.
