FAIR PAYMENT FOR INFRASTRUCTURE USE
Fair and efficient pricing has been a key phrase in the European Union transportation policy discussion in the last years and is the central theme of the EU White Paper. The White Paper aims at improving the efficiency of the use of transportation infrastructure by introducing a charging system that would promote fair competition between different transit modes. This paper presents the UITP-European Union Committee position on the White Paper. While supporting the objectives behind the charging system, the paper recommends need to qualify some aspects of the system, e.g., excluding the private car from the charging system.
