A Decision-Oriented Framework for Evaluating Deployment Strategies for Intelligent Transportation Systems
This report presents a framework for recognizing and organizing issues associated with the deployment of Intelligent Transportation Systems (ITS). The authors first discuss the need for having a focus on the decision-making process. They then present a decision-oriented framework with eight dimensions of ITS deployment issues: need/opportunity, solution, decision maker/organization, decision making, decision influencing, time, risk management, and synergy. Possible applications of the framework are also discussed.
