ENVIRONMENTAL IMPACTS OF ROAD VEHICLES IN USE - AIR QUALITY, CLIMATE CHANGE AND NOISE POLLUTION

This paper brings together, as clearly and concisely as possible, the latest understanding of some of the environmental issues of most concern: air quality, climate change, and noise. It examines the environmental impacts of different types of vehicle, of different ages, and the progress made so far to reduce these impacts. It also outlines the UK Government's general policy framework, and the targets and objectives set to tackle those impacts in the UK over the next decade. It does not consider all the environmental impacts of road transport, nor does it address further measures to improve the environmental performance of road vehicles. In July 1997, the Government began to implement the National Air Quality Strategy (NAQS). The report includes tables of: (1) NAQS targets for reducing emissions of the most important air pollutants; (2) the contribution of road transport to UK pollutant emissions in 1997; and (3) the mandatory Euro standards for vehicle emissions. It discusses vehicle emission standards, emissions by vehicle type, checks and tests of vehicle emissions, cleaner fuels and technologies, the potential impacts of climate change, the contribution of road transport to climate change, and the measurement and understanding of traffic noise. It summarises the way forward.
