ENERGY CONSUMPTION MEASUREMENT: DATA NEEDS FOR PUBLIC POLICY
This report identifies the major needs for improved data on energy consumption, specifies the types of data that should be collected, and suggests some general methods of collecting and organizing these data for use in designing and evaluating public policy.
