DESIGN/BUILD PROCUREMENT OF TRAFFIC MANAGEMENT SYSTEMS: LESSONS LEARNED IN SALT LAKE CITY
The Utah Department of Transportation is currently installing $70 million worth of advanced traffic management systems (ATMS) field equipment using design/build procurement. The project consists of full freeway management instrumentation, a fiber optic communication system, surface street variable message signs, surveillance cameras, and traffic signal systems. During the course of the project, many issues, challenges, and opportunities have arisen relating to or as a result of the design/build procurement methodology. This paper describes the Salt Lake ATMS system and outlines the details of the design/build procurement and management strategies used on the project. It also describes the advantages and disadvantages of using such a procurement vehicle for highly technical traffic management systems and lists the lessons learned in Salt Lake City while building a state-of-the-art traffic management system with only a minimal amount of owner oversight of the design/build contractor.
