PRIORITIZATION OF CRITICAL HIGHWAY SAFETY ISSUES OF SPECIAL POPULATION GROUPS

Highway safety needs of special population groups are different from each other and also from the average population. Florida's warm tropical climate and recreational amenities attract many special population. Six special population groups in Florida that were expected to experience some serious highway safety concerns were selected for the purpose of this study: older drivers, young drivers, international tourists, school-age children, new immigrants, and persons with disabilities. Ranking was developed among these special population groups, and critical issues under each group were ranked by applying a set of weights for different criteria considered important in the decision-making process. Two surveys seeking expert opinions of traffic/transportation/safety engineers, law enforcement officers, and administrative officers dealing with safety-related matters were conducted. The first survey was intended for the preliminary identification of the critical special population groups and also gave some ideas about the important issues and concerns. The second survey addressed a selected set of issues and concerns in detail.
