CONTROLLING QUALITY/COST IN A MASS TRANSIT DESIGN-BUILD PROGRAM
Quality and cost control are ongoing, continuous processes which should begin with the initial planning steps of any project and become a mindset for all project stakeholders. Evidence indicates that planning a project with quality, consistency and cost control measures as integral parts of the project development process will best ensure project delivery which is on time, within budget, and which meets the requirements of the contract documents. Starting with the development of the project criteria, contract documents and progressing through project completion and startup, a totally identified and consistent effort to achieve the defined quality standards will provide the best route to achieve a project which is built as the owner desired, built on time, and built within the budget.
