THE START-UP PROGRAM FOR THE NEW LIGHT RAIL SYSTEM IN DALLAS, TEXAS
The Dallas Area Rapid Transit (DART) Light Rail Transit (LRT) starter system opened in stages from June 1996 to May 1997. This paper describes the start-up program for the DART project. Start-up represents the critical transition phase when engineering and construction activities are completed and operations begin. It involves the establishment of a brand new rail operating organization along with the required hiring, training and procedures. Safety is of primary importance as the public and media start seeing trains running during this phase and will make long lasting judgements about the effectiveness of the system. A good start-up program can establish the long term basis for a successful revenue operation.
