TEST METHODS FOR MEASURING CAR DRIVERS' MONETARY VALUATION OF MAINTENANCE ACTIVITIES IN THE ROAD NETWORK

Facts on road users' evaluations of road network quality are necessary in order to optimise maintenance activities. This report looks at methods for investigating how such values can be obtained. Two focus group discussions were held to get ideas about what comfort means to car users. The purpose was also to get knowledge about the language people use to express detailed acquired experience and thoughts on road maintenance management. The car users capability of estimating maintenance management factors has been investigated in two Stated preference (SP) surveys: (1) impact of illustrations on the respondents; and (2) possibilities to do SP-interviews over the Internet. The new SP-approach Best/worst Conjoint was also tested in the Internet surveys. The result from the illustration study showed that pictures of damaged roads influenced the respondents. SP-interviews over the Internet worked well and have been compared with the result from a survey where the respondents answered the same SP-game but in the form of a mailback questionnaire. The new SP-approach, Best/Worst Conjoint Analysis worked well in surveys about different comfort factors and gave extra information such as factors and levels most important for the respondents. Due to the fact that best/worst choices are not yet shown to be consistent with the utility maximising theory the method can not be used for measuring true monetary valuations. The results from this study will be further investigated in a survey on car users monetary valuations of maintenance management.
