UK TO TEST URBAN ROAD CHARGING
England and Scotland are to run full-scale trials on urban road user charges as part of a government policy to reduce car use and generate funds for enhanced public transportation. The cities of Leeds and Edinburgh have been selected to test electronic equipment and office systems in a variety of applications. The trials are being announced as the Labor government is attracting criticism for failing to deal with traffic congestion fast enough. The English and Scottish trial sites are intended to complement each other, allowing a range of road configurations and traffic conditions to be tested. Both trials will run for 12 months, beginning in 2000, to straddle a full range of weather conditions. The technology is not likely to be applied in earnest before 2005.
