CLOSING THE SUV LOOPHOLE ON EXHAUST POLLUTION
In 1990, Congress updated the Clean Air Act and mandated tighter controls on automobile pollution. These standards helped make automobiles cleaner, but left a giant sport utility vehicle (SUV) loophole. Under the standards, known as Tier 1, light trucks and SUVs were exempt from the pollution restrictions that apply to regular cars. On May 1, 1999, the Environmental Protection Agency proposed new standards, known as Tier 2, where SUVs and other light trucks will have to meet the same exhaust emission standards as cars.
