ITS NOW OR NEVER: REKENINGRIJDEN MOVES ON

Dutch Transport Minister T Netelenbos has warned the Netherlands that it will have missed its last opportunity to save itself from traffic chaos, if it does not very soon introduce the Government's electronic road pricing (ERP) scheme Rekeningrijden. There has been growing criticism about the implementation of this scheme from business organisations; in a recent public opinion poll, over 75% of those asked opposed it. The present plan is for the scheme to be effective from 2001. Tolls would be collected direct from cars equipped with onboard units and smart cards; cars without such units would have their license plates photographed by infrared cameras, and their owners would be sent bills. The Government sees no alternative to the scheme; it insists on a toll ring round the four major cities in the Randstad, to be effective only in the mornings. The ministry is now undertaking a media campaign, trying to reassure road users about the scheme; it views road pricing as the first step towards a more rational way of handling mobility. One critic considers that the scheme is not properly thought through, ERP is based on a dubious assumption, and an agreement could be reached that would make it unnecessary to implement ERP widely. The introduction of a nationwide tolling system would be a much more acceptable form of road pricing.
