ATOC'S NEW ORDER
This article reports an interview with G Muir, Director General of the Association of Train Operating Companies (Atoc). Atoc's first Director, J Gordon, suddenly 'retired' in March 1999, and was immediately succeeded by Muir, whose appointment may indicate that the UK's train operating companies (TOCs) have decided to control Atoc much more closely and strictly. In Muir's view, Atoc must catalyse what the privatised UK rail industry wants to happen. He thinks that Atoc has been especially successful in setting up systems to involve participants in the industry through specialist steering groups and working parties, and that this is the key to providing Atoc with the power and authority to be a catalyst. TOCs help and inform the rail policy debate from a position of practical knowledge. Issues include handling the unexpected growth in passenger numbers. Muir has extensive experience of utility service companies going through periods of transition. In the mid-1990s, he was in charge of Connex South Eastern for a brief period. Other key staff in Atoc, all interviewed for the article, are: D Fee, Chief Executive of Atoc's Rail Settlement Plan; P Benham, Director of Retail; A McTavish, Director of Operations; R Wood, International Manager; and D Campbell Bannerman, Communications Director.
