DEVELOPING A STRATEGY FOR RAIL AND COMBINED TRANSPORT IN EASTERN EUROPE - PAN EUROPEAN TRANSPORT CORRIDOR VI

This paper is based upon the findings of the authors into the strategic study of Pan European Transport Corridor VI for rail and combined transport. This corridor extends from the Baltic ports of Gdansk and Gdynia, through Poland, the Czech and Slovak Republics and onto Hungary. The corridor is of major importance to Trans Poland traffic and is a key link in the network between the Balkans and Scandinavia. The aim of the EC Phare funded study was to prepare a fundable strategic development plan for the transport corridor which would enable the rail and combined transport operators to maximise their market share of freight and passenger traffic. The plan would be used to identify measures which will warrant further study by funding agencies and the TINA programme. Market awareness is a major issue with rail and combined transport operators needing to adjust to the dynamic needs of the market. The onset of EC enlargement will result in major market changes. Traditional railway customers will decline and operators will have to compete for new customers in a more competitive, less regulated world. This paper recommends a development strategy for a multinational Eastern European transport corridor centred on: (1) an adoption of a customer oriented approach in order to retain and improve market share; (2) an appreciation of the sensitivity of forecast demand to changes in service levels and costs; (3) a concentration of investment on transport needs in preference to aspirations; and (4) a placing of equal emphasis on improving operating practices and improving infrastructure.
