THE PROGRESSIVE INTEGRATION OF EUROPEAN INLAND TRANSPORT MARKETS

This paper presents the main conditions for the progressive integration of European inland transport markets. The scope covers all modes of inland transport, i.e. road, rail, combined transport and inland waterways, and both freight and passenger transport. In geographical terms, the eleven Phare countries (Albania, Bulgaria, the Czech Republic, Estonia, Hungary, Lithuania, Latvia, Poland, Romania, the Slovak Republic and Slovenia) and the 15 EU Member States are involved. The objectives of this paper are as follows: (1) (i) To identify and evaluate present barriers which limit the access to the European transport market for transport operators from the Central and Eastern European Countries (CEEC). (ii) To identify and evaluate present barriers which limit the access to the CEEC transport markets for transport operators from the EU. (iii) To identify and evaluate present barriers which limit the access to the CEEC transport markets for transport operators from the CEEC; (2) To examine means/measures for coping with these barriers; and (3) To develop suggestions for a progressive integration of European transport markets.
