DESIGNING RFP EVALUATION CRITERIA THAT WORK

Some of the most important elements of a Request for Proposals (RFP) are the evaluation criteria. These criteria ultimately determine the designer and manufacturer of rail system equipment such as fare collection machines, signals, communications, SCADA, traction power substations, and rail vehicles. This paper proposes a step-by-step approach to designing an optimal set of evaluation criteria that can be applied to a variety of rail systems. Following discussion of a general approach, a specific example is reviewed, wherein RFP evaluation criteria were custom designed for a specific application.
