PARTNERING RIGHT DOWN THE LINE: THE TORONTO TRANSIT COMMISSION'S EXPERIENCE WITH THE PARTNERING PROCESS ON THE SHEPPARD SUBWAY EXTENSION, TORONTO
Rapid transit expansion is most often delivered like most publicly funded capital projects: in an atmosphere of low bid awards, tight audit controls, high visibility, political sensitivity, and strict accountability. This paper looks at what partnering has to offer by reviewing the Sheppard Subway Project, the largest rapid transit project in Toronto in 25 years. For this project, the Toronto Transit Commission (TTC) chose to partner all aspects of it: seven different major civil contract teams have worked to construct the subway tunnel and five stations that run through residential and commercial neighborhoods.
