WORKING ON THE RAILROAD: DEVELOPMENT OF THE ALAMEDA CORRIDOR
The Alameda Corridor in Southern California is a 20-mi-long (32-km) rail project designed to link the rail tracks at the Ports of Long Beach and Los Angeles Ports with the central rail yards near downtown Los Angeles. It provides an example of how innovative efforts by public agencies, their staff, and consultants can overcome what may at first seem to be insurmountable obstacles to project development. Innovations for the project include a user-fee agreement allowing multiple railroads to use a public-agency owned rail corridor, the U.S. Department of Transportation's first revenue-financed loan, complex taxable/tax-exempt bond structure, and project delivery through a combination of design-build and conventional contracts. The decision to use design-build was based on a study that concluded that it was the only way to build the project within the financial timeframe. The project is now on its way to a scheduled opening in April 2002, presenting a model for both the public and private sectors of how out-of-the-box thinking can make things happen.
