IMPACTS OF TRAFFIC MANAGEMENT ON URBAN ROAD SAFETY: A CASE STUDY

Statistics show that accidents in urban areas contribute about half of all accidents in the European Union. Traffic management in urban areas aims mainly at reducing traffic congestion and increasing mobility of people and goods. The link between urban traffic management and the impacts on safety is the main theme of the DUMAS (Developing Urban Management and Safety) project. The project is sponsored by EU DGVII Transport in the framework of the 4th European research and development program. The project began in January 1997 and will last for three years. The city of Katerini (70,000 population, located in the northern part of Greece), is one of the candidate cities to be considered as a 'town study' for further analysis. In this city, an integrated traffic management framework was accomplished during 1992-1994. Based on a comprehensive traffic management study, the city center has changed to a pedestrian zone, and all traffic volume was diverted from the city center to a pair of ring roads. One of the main issues that the traffic study considered was the accidents that occurred in locations in the city center and the black spots of high accident rates. However, the main objective was managing traffic and increasing mobility. Traffic accident records for 10 years will be analyzed and presented in the full paper. The accidents involving casualties and property damage were recorded from 1986 to 1996. These accidents will be analyzed according to before and after implementation of the traffic management scheme in the city center, to try and define the impacts of some of these measures on traffic safety.
