THE NATIONAL INCIDENT MANAGEMENT COALITION: EFFECTIVE PARTNERSHIPS FOR INCIDENT MANAGEMENT
Highway congestion is a daily phenomenon in all large metropolitan areas and a source of frustration and anxiety for millions of commuters and business travelers. Incidents - ranging from simple breakdowns to major accidents that can tie up highway traffic for hours - are a major source of urban highway congestion. This report looks at what is being done to deal with incident congestion and recommends actions to reduce the time lost to highway incidents. The primary focus of the study is on ways to build an effective incident management program.
