THE SECURED CAR PARKS SCHEME

This article presents its author's own version of how an analytical process could be used, not only to determine the manpower levels required by car parks, but also to allow the production of patrolling routes and times, including the amount of time to be spent in each car park. The following assumptions are made: (1) manpower analysis for the whole area managed, not for each park independently; (2) basing the calculation on the time per space to be spent in patrolling each park; (3) basing time per space on the degree of risk, which depends on length of stay, nature of the park, and level of closed circuit television (CCTV) coverage; and (4) using a three-page (Excel 97) spreadsheet. Three risk matrices are included into the spreadsheet that only needs, for each park, its number of cameras, stay category, type, and number of spaces. Only a few other boxes on the form need completion. The article includes a worked numerical example of a spreadsheet calculation.
