A130 - A DESIGN, BUILD, FINANCE AND OPERATE PROJECT

The A130 Bypass project comprises a dual carriageway road from the A12 to the A127. Because of the scheme size, it was decided to develop it in two sections so as to improve the acceptability in the TPP process: the Northern section from the A12 to the A132 and the Southern section from the A132 to the A127. The justification for the scheme is that it would: (1) provide high quality improvement to this section of the strategic primary route; (2) provide environmental relief to local communities on the existing route; (3) reduce rat running on unsuitable roads; (4) provide South East Essex with the A12, an alternative high quality access route to East Anglia and the Haven Ports for its economy and population of around 500,000; and (5) provide with the A12 and A13, an alternative high quality access route from Essex to East Anglia to the Thames crossings. The scheme has been submitted a number of times to the DoT for funding through the TPP process. Whilst the DoT have accepted the merits of the scheme and its high net economic benefits, it has not been able to afford the high costs of the scheme. Essex County Council has continued to rank the project its highest priority transport infrastructure improvement and has explored alternative means of achieving the scheme including DBFO and PFI.
