MAJOR HIGHWAY SCHEMES FROM DEVELOPMENT FUNDING - EXAMPLES FROM WEST SUSSEX

The paper outlines the approaches taken to development funding of highway schemes in West Sussex, giving both straightforward and complex examples. In the latter category, a case study is made of the recently completed Burgess Hill Western Distributor Road (#3.8m) and the Burgess Hill/A23 Link Road (#3.8m). This covers the land use planning context, legal and procedural issues. Current approaches to the development funding of two bypass schemes, the Billingshurst Bypass (#4.8m) and the Angmering Bypass (#5m) are also described, and mention is also made of the partnership approach between the County, District, and Borough Councils to provide a consistent framework for directing developer contributions.
