URBAN CONCESSIONS ROADS: THE CHILEAN EXPERIENCE

In the particular case of roads in Santiago, it is possible to deduce that investment levels are absolutely insufficient for the needs that such city faces. For this reason, it seems that in the short term, the operation of the urban transportation system will collapse, unless important changes are produced. The Public Works Ministry has considered creating a proper framework to provide new infrastructure at an urban level in Santiago, applying its existing Public Works Concession Law to the projects executed by private sector. In 1995, the Urban Concession Executive Unit was created with an objective of developing an Urban Concessions Programme for Santiago city. This paper mainly explains the general planning framework as established by the Urban Concessions Programme. It describes the projects included and their location within the city, the environmental impacts of these schemes, an analysis of the advantages and disadvantages of the tools used to measure impacts of the schemes, the electronic toll system to be used, and an analysis of the economic impact of each project.
