REVIEW OF BEFORE AND AFTER ASSESSMENT PROCEDURES FOR SAFETY SCHEMES AND PROGRAMMES OF WORK
During the spring of 1998, the Institution of Highways and Transportation (IHT) undertook a survey of local authorities to investigate the use of assessment procedures for safety schemes and programmes of road safety work. Local Authorities appear on the basis of evidence gathered, to be focussed upon site specific safety schemes (black spots), rather than implementing planned schemes. Awareness of the Transport Research Laboratory's (TRL) MOLASSES (Monitoring of Local Authority Safety Schemes) database was high at 93% of respondents. However, many Authorities were thought to be selective in their contribution to it.
