THE EFFECTS OF REGULATORY REFORM ON COMPANY DRIVERS AND OWNER OPERATORS IN THE FOR-HIRE AND PRIVATE SECTORS

Significant adjustments in the labor market for all types of truck drivers have taken place under regulatory reform. Increased competition in for-hire trucking has weakened union strength and reduced regulatory rents, although significant wage premia remain. Under competitive pressure, the prevalence of discrimination has declined. There has been a significant shift of employment away from the private carriage sector to the for-hire sector, despite the remaining for-hire wage premia. This study contributes to an understanding of these adjustments by examining the effects of regulatory reform on four classes of truck drivers: company drivers in the for-hire sector, owner operators in the for-hire sector, company drivers in the private sector, and owner operators in the private sector.
