U.S.DOT RESUMES TEA-21 IMPLEMENTATION
The U.S. Department of Transportation is resuming its efforts to implement various provisions of the Transportation Equity Act for the 21st Century (TEA-21) by issuing notices on a pilot program that allows selected states to establish tolls on interstate facilities. Specifically, Section 1216(b) of TEA-21 would permit selected states to establish tolls where reconstruction or rehabilitation of an interstate highway, bridge, or tunnel that is currently free could not be accomplished without the collection of tolls. The Arkansas State Highway and Transportation Department indicated in 1998 that it was intending to participate in the program by establishing a toll on I-40.
