LOW COST ROAD CONSTRUCTION IN INDONESIA. LABOUR-BASED ROAD PROJECTS IN MANGGARAI DISTRICT. VOLUME 1 - DOCUMENTATION
Since 1985, the Swiss Agency for Development and Cooperation (SDC) has been supporting a major rural road construction program in the Manggarai District of West-Flores, situated in the Province of Nusa Tenggara Timur, East Indonesia. Isolation, caused by the lack of transport infrastructure, is a major impediment to the social and economic development of the district. Some large and populated areas are not accessible by road and goods are usually transported on foot. The Flores Road Construction and Rural Development Project, as it was called, began with the construction of a 49 km long road from Pela to Ramut. Soon after, the scope of the project was gradually extended. To date, more than 200 km of rural low-cost roads have been completed using labor-based construction methods. Principal partners in the project implementation are the Diocese of Ruteng, and Intercooperation, a Swiss organization specializing in implementing rural development programs. This publication describes the technology, systems and the procedures developed, as well as the experience gained in implementing this labor-based rural road project.
