QUADRENNIAL NEED STUDY: REPORT ON HIGHWAYS, ROADS, AND STREETS FOR STUDY YEARS 1998-2017 AS REQUIRED BY CHAPTER 307A, CODE OF IOWA, 1993

This report presents the findings of the Iowa Quadrennial Need Study for the 20-year period of 1998 through 2017. The Quadrennial Need Study is published as required by Section 307A.2(14) of the 1997 Code of Iowa. It reports in 1997 dollars the construction, maintenance, and administration needs of Iowa's roads, structures, and railroad crossings for the next 20 years. Information is in four chapters: Chapter I summarizes the 20-year needs on all systems by the jurisdiction of responsibility. Chapter II presents an estimate of the expected financial resources, in 1997 dollars, for the 20-year study period. These revenues are included along with the 20-year needs. Chapter III discusses the need determination process and the development of criteria used in the analysis. Chapter IV contains the design guides, cost area adjustment factors, unit costs for various construction improvements and maintenance, and allowances for administration and engineering costs. Also included are the resulting Road Use Tax Fund (RUTF) distribution factors for determining each county's portion of the farm-to-market and local secondary funds.
