A POLICY INSTRUMENTS WORKING PAPER ON REDUCING CO2 EMISSIONS FROM THE TRANSPORTATION SECTOR IN ONTARIO

This report assesses policy instruments which could lead to CO2 emissions reductions from transportation in Ontario. There were two phases to this project. The first phase developed a framework which would be the basis for the analysis that would be conducted during the project. Additionally, comprehensive lists of policy instruments were developed and organized into strong, moderate, weak and speculative categories. This categorization was based upon two key factors : CO2 reduction potential and cost effectiveness. From an overview of the large number of policy instruments, the Study Group decided upon a subset of policy instruments to be evaluated in detail in Phase II. These policy instruments were then evaluated against the list of evaluation criteria developed in Phase I. A synergistic grouping of policy instruments that would reinforce each individual policy instrument to further increase reductions in CO2 emissions is also analyzed in Section 6. (A)
