GUIDANCE ON PROVISIONAL LOCAL TRANSPORT PLANS - APRIL 1999

Local transport planning needs to be conducted in relation to planning in other areas, and respond to the needs of local communities. That is why the UK Government is introducing regional transport strategies (RTSs) as part of an integrated planning framework, and local transport plans (LTPs) which will decisively work towards favouring public transport, walking, and cycling. The guidance in this document advises local authorities in England how to produce LTPs, and separate guidance has been issued for Scotland and Wales. Part I, on the coverage of LTPs, advises authorities on the issues and objectives that the Government expects them to address, and on the principal policy measures that they should consider when preparing LTPs. It covers widening travel choices, traffic management and demand restraint, integrated transport, planning and managing the road network, rural transport, sustainable distribution, and integration with wider policies. Part II, on the process for developing LTPs, advises authorities on the availability and allocation of resources and on the procedures that they should follow. Its coverage includes the form, content, and assessment of LTPs, and joint LTPs between several local highway authorites. The document also has eight annexes.
